年には幼稚園教育要領、保育所保育指針に食育が明記されると、幼稚園や保育所（以下、施設）はにわかに食育に取り組みはじめ、栽培活動が盛んに取り組まれるようになった。食育は幅広い概念を持つために、置かれた立場によって様々な取り組みが行われている。食育推進有識者懇談会は、「食育推進国民運動の重点事項」（2007 年）の中で、「食育」の概念を体系的に整理し「食育の理念・分野等について」を示した。施設が取り組む栽培活動等は、「豊かな人間形成（知育・徳育・体育の基礎）」のための「食に関する基礎の理解」分野に該当し、様々な食育の取り組みの中で、唯一、自然と向き合いながら行うと言う特徴がある。筆者は、子どもが自然に触れ合う機会が減少していることに鑑み、施設が栽培活動など自然の中で活動を行うことは、子どもの豊かな人間形成と健全な成長と発達に重要で、促進する必要があると考えている。そこで、本研究では、幼稚園教育要領と保育所保育指針の制度的背景、本県の現状を踏まえながら、施設が栽培活動を取り戻し、促進するためには何が必要なのか、実証的に明らかにすることを試みた。その結果、2008 年当時、県内のほとんどの施設が栽培活動を通して子どもに対する食育を行っていたが、2011 年の東日本大震災及び福島第一原発事故（以下、災害）により、一時、屋外活動制限・自粛されたことにより、屋外で、食べることを伴う栽培活動は実施しにくくなり、災害から2 年以上が経過しても実施している施設は減少したままであることがわかった。2015 年実施している施設であっても、災害前の状況には戻っていない状況にあった。2015
